Reported violent crime rate in New York from 1990
This graph shows the reported violent crime rate in the U.S. since 1990. Even though the violent crime rate has been decreasing since 1990, New York city has never been on the top the ranking of cities with the most prisoners or with the most violent crimes.

In the FBI’s Uniform Crime Reporting (UCR) Program, violent crime is
composed of four offenses: murder and nonnegligent manslaughter,
forcible rape, robbery, and aggravated assault. Violent crimes are
defined in the UCR Program as those offenses which involve force or
threat of force.

reported violent crime rate for the United States in 1990, by state.
Maine had the lowest violent crime rate in the United States with about
121 offenses per 100,000 inhabitants. District of Columbia had the
highest violent crime rate with around 1005 offenses per 100,000
inhabitants.New York city is in the middle of this graph, so we can conclude that some of the immigrants, who had no criminal background, did not experience it on the new place of living.
Reported forcible rape rate in New York from 1990
Forcible rape, as defined in the FBI’s Uniform Crime Reporting (UCR)
Program, is the carnal knowledge of a female forcibly and against her
will. Attempts or assaults to commit rape by force or threat of force
are also included; however, statutory rape (without force) and other sex
offenses are excluded.
